Zelfde probleem gehad. Opnieuwe geinstalleerd etc. Contact gezocht met Norton USA, aangezien Norton NL niet reageert op mailtjes. Binnen een dag antwoord. Ik hoop dat je Engels kunt lezen. Het gaat om punt 6.!

I apologize for the delay in the response. I apologize for the ongoing trouble you're having with this issue.
In order to resolve this issue I suggest you to follow the steps given below:
1. Click Windows Start > Select Run> type msconfig
2. The System Configuration Utility window will open up.
3. In the system configuration utility click on the Services tab and check for the Symantec Core LC (Whether running), and Startup check for the ccApp.
4. Click on the Start >run> Services.msc
5. Check for the Symantec Core LC service Status (started or stop);
6. Startup type is to be checked if it is manual change it to automatic.
7. Restart the computer and then activate.
