Dit is het antwoord van ea games de maker van het spel. volgende keer eerst maar eens op onderzoek gaan als je een game wilt aanschaffen van bijna 20 jaar oud.

turn off http://help.ea.com/en/article/how-to-use-origin-in-game/" target="_blank">origin in-game.
try running in compatibility mode: right click the simcity 4 shortcut > properties > compatibility. choose a compatibility mode, click apply. try different compatibility modes to see if that resolves the issue
right-click origin and select run as administrator
lastly, i cannot guarantee we can get the game working on newer versions of windows as they don't meet the requirements of the game.
